I am not sure if your tablet has A-GPS or regular GPS. If it's only A-GPS (assisted GPS), then it requires radio signal or wifi to locate nearest cell tower for location fixing. Which mean you need to have wifi or mobile signal. Regular GPS doesn't require SIM card or radio signal for positioning.

But take note, even if you have regular GPS chip inside your device, the application you use to check the map and your current location may need data to download the map and display, for example Google Map App. Then you need data connection, in other words, Internet connection for the application to work. It's not because of GPS.

There are some apps that doesn't require data to show your current location in latitude and longitude degree. But of course it doesn't look nice because there is no map background and you only know your location by lat/long degrees. That makes you to have physical map with lat/long degree, a ruler and pencil.

There are also some apps with preloaded map so that you don't need Internet data connection for your navigation app to work. You can run the app and see where you are on the map without any data connection.

So, which app are you using? And does your tablet has regular GPS?

Try to reboot the tablet and run the app again. Check if there's any update for the app or the tablet OS. Most of the time, updates solve the issues.

If it still persists, backup the data and reset to factory default. If you buy from local shop, ask them to solve it.
