Let me try to help based on Outlook 2007 which should be very similar to 2003.

Basically, you can set the default font family and size for your new, reply and forwarding emails.

Tools > Options > Mail Format > Stationery and Fonts > Personal Stationery

Click Font for New or Replying messages, change to the font you like and select the desired size.

After changing the font, click OK all the way out and try to reply an email.
